Will it tell every build to stack armour?

No. Survival fixes should respect the build's defensive style, such as evasion, energy shield, armour, block, recovery, or hybrid setups.

Can a damage build still need survival first?

Yes. If deaths stop progression, the best upgrade can be a defensive slot even when DPS looks tempting.

Does this replace learning map mechanics?

No. The report checks character issues. It cannot remove every danger from map modifiers, boss mechanics, or gameplay mistakes.
